As president of Principal Engineering, Inc., Mr. DiFranco is responsible for all daily operations ensuring the highest quality product is delivered on time and within the established budget. He has completed drainage, roadway, sewer and water infrastructure plans and specifications for a variety of municipal/public and private clients and submitted numerous grant applications for drainage and transportation improvements. His design experience includes water, wastewater, drainage and street projects to include residential and commercial land development projects.
Mr. DiFranco has extensive experience in Public Works Engineering and Operations serving as the Director of Public Works & Utilities for St. John Parish and holding numerous positions as a public works engineer and consulting engineer throughout his career.
He earned a Bachelor of Science Degree in Civil Engineering in 1991, and a Master of Business Administration Degree in 1998. He has been a registered Professional Engineer since 1997.
Mr. DiFranco is a retired Lt. Colonel that served in the U.S. Army and U.S. Air Force as a Civil Engineer Officer during his 32 year career. He is a veteran of Operation Iraqi Freedom, Noble Eagle and Enduring Freedom. He was the officer-in-charge of numerous Department of Defense site infrastructure projects throughout his military career. Mr. DiFranco enlisted in the Army National Guard in 1987. He was commissioned through LSU Army ROTC in 1990 and served as an Army Engineer Officer until 1994. In 1999 he joined the Air Force Reserve and has held various assignments; including serving as a Team Chief on the Airfield Pavement Evaluation Team; where he performed structural assessments at numerous CONUS and OCONUS airfield locations.
Mr. DiFranco is licensed as a Professional Engineer in several Gulf Coast states.

Andre C.
Monnot, P.E. - Vice President

Mr. Monnot has a diverse range of engineering and management experience in both the public sector as a military engineer and as a private consultant.
As a member of the U.S. Air Force, he held several positions in the Civil Engineering field. In Environmental Engineering, Mr. Monnot prepared spill prevention, countermeasure, and containment plans for storing oil and other petroleum products.
In the military and as a consultant, he has designed a broad array of projects encompassing water, wastewater, roadway, drainage, structural, and airfield paving. This includes preparation of engineering calculations, drawings, technical specifications, and contract documents; and managing personnel and costs related to the projects.
Mr. Monnot earned a Bachelor of Science Degree in Civil Engineering in 2002 and has been a registered Professional Engineer since 2007.
Mr. Monnot is licensed in the states of Louisiana, Mississippi, Alabama, and Georgia as a professional engineer.

Michael P.
Melendez - CADD Manager

Mr. Melendez manages our plan production department with over 25 years of experience. His main responsibilities include the development of construction drawings and the overview of their accuracy. He also serves our company as our technician responsible for maintaining electronic files and devices. His focus on quality and precision are a great contribution to our company.
He has an Associates Degree of Occupational Science in Computer Aided Drafting from Southeast College of Technology, which included coursework in architectural, mechanical, civil, piping, and electrical disciplines. He is proficient with AutoCAD and GIS design softwares.
